According to the BBFC, the age rating of a film is decided based on the contents of the film, and what they would presume people within a certain age group may have already been exposed to. For example if a film has a lot of swearing in it, then it is likely going to be rated a 15 (in the UK), because of the fact that not many 12 -14 year olds will have been exposed to such language yet.
